C’est à ne plus rien y comprendre. Votée en 2016, la loi Montagne devait entrer en vigueur durant l’hiver 2021-2022. Elle impose dans les zones montagneuses de 48 départements le montage d’équipements adaptés aux conditions climatiques hivernales, à savoir des pneus d’hiver ou quatre saisons, des chaînes ou chaussettes à neige, pour une période de six mois, du 1er novembre au 31 mars. Finalement, dans un monde qui vivait encore sous l’emprise du Covid, il a été décidé de reporter son application d’un an. Or, voici quelques semaines, les pouvoirs publics ont renoncé à la faire appliquer, annonçant que le non-respect de la réglementation ne ferait l’objet d’aucune sanction. Il semblerait que cela rapporte plus de sanctionner la vitesse.
Ce report ne va pas encourager les automobilistes français concernés à s’équiper de pneus d’hiver alors qu’une étude menée récemment par Goodyear mentionnait que la France est le pays où les conducteurs conservent le plus les pneus d’été toute l’année (21 %).
Or, un équipement pneumatique adapté sur une chaussée glissante et enneigée contribue à l’amélioration de la sécurité et à la réduction de l’accidentologie. Des études mettaient en évidence en 2021 que 15 % des véhicules impliqués dans un accident de la circulation présentaient un facteur lié au véhicule. Dans environ 10 % des cas, le pneumatique était en cause, que ce soit un problème de pression, d’usure ou d’inadaptation à son environnement.
L’étude du manufacturier Goodyear met en avant des écarts de perception et de confiance selon les pays. 32 % des conducteurs français se disent «sans crainte» lorsqu’on leur demande ce qu’ils pensent de la conduite par temps hivernal. C’est six points de plus que la moyenne européenne. Alors que 79 % des automobilistes roumains ont bien compris l’avantage de chausser des enveloppes adaptées pour circuler l’hiver, les Français ne sont que 56 % à considérer le sujet. Les Britanniques ferment la marche avec 34 %.
En somme, les pneumatiques seraient des histoires à la gomme pour une grande majorité des Français. Lorsqu’il s’agit de remplacer ses pneus en fonction de l’usure et non des saisons, la France est lanterne rouge. Il y a là matière à s’inquiéter car le pneumatique est un élément fondamental de la sécurité routière. C’est le seul équipement qui relie la voiture à la route. Sans aucun doute, les pouvoirs publics, plutôt que de se focaliser sur la répression, devraient investir massivement dans la pédagogie et la formation. Les chiffres sont impitoyables. Malgré le renforcement de l’arsenal répressif, le nombre de tués sur les routes ne diminue pas.
